Botswana to Legalize Undocumented Zimbabweans, Says President Duma Boko

Botswana’s new president, Duma Boko, has announced plans to grant temporary work and residence permits to undocumented Zimbabweans living in the country. This move aims to address the long-standing issue of irregular migration and provide a solution for thousands of Zimbabweans fleeing economic hardship.

Boko believes that Zimbabweans fill essential labor gaps in Botswana, performing tasks that citizens often find unattractive. By formalizing their stay, Boko hopes to reduce resentment towards Zimbabweans and promote peaceful coexistence.

The decision is not likely to be popular in the diamond-rich southern African nation, but Boko, 54, who has just unseated the ruling party that was in power for 58 years, said it was part of his plans to revive the economy. Botswana hosts the world’s second-largest community of Zimbabweans fleeing their country’s economic woes.

Statistics show that Zimbabweans account for 98% of what is termed “irregular migrants”. Responding to a parliamentary question earlier this year, a minister said that from 2021 to 2023, out of a total of 13,489 recorded, 13,189 were Zimbabwean nationals.

Boko’s initiative would also provide opportunities for his countrymen to learn basic skills from Zimbabweans. He proposes skills transfer programs, allowing Zimbabweans to share expertise in areas like welding and plumbing to benefit Botswana’s economy.

Boko’s main focus is his promise to improve the economy. He plans to sign a new deal with global diamond giant De Beers, which would bring in money to the country and create jobs – 100,000 a year over the next five years.

The move to legalize undocumented Zimbabweans is a significant step towards addressing the complex issues surrounding migration in the region. It remains to be seen how the policy will be implemented and received by the public.

Boko’s leadership style is known for its inclusiveness and emphasis on grassroots mobilization. He has been praised for his charisma, strong advocacy for democratic reforms, and eloquent speeches.
